You don't feed sugar when you have supers (honey collection boxes) on the colony. You only feed in the spring if you need to boost a colony or in the fall to give them enough stores to get through the winter.

Yes it is deirable most of the time but sometimes moving frames around encourage bees to build stores evenly.
