Seems to be the death spiral I see in many US cities I've visited. I was in Baltimore last year for a bit, and it's all scooters and bike lanes downtown, but the rest of the city is actively in it's death rattle. Lots of money into the downtown but what about residential neighborhoods? It's time Detroit looks into an investment plan for residential and commercial use for those abandoned areas. If people like Eminem, the Fords, the Detroit sports teams all pitched in some of their billions they could do a lot to clean all this up. Eminem made all his money whining about how terrible his upbringing was and how street he is for livin' on 8 Mile - he got the money now and he could clean up the entirety of 8 Mile - probably has enough to buy the entire street.
