sura is better if you're a good head attack, and how good you are at head attack will determine whether you become an MVP or not. If fist and sura are in the same raid and sura has a good head attack, sura will likely win.
Neither Surge nor Full Moon have been nerfed, so I think you should go with the character you want to play. But if Entropy is removed in the future, I would definitely recommend surge. Full moon has a lot of limitations that make it harder, but surge is a very strong character if you don't have a back attack.
3 hits a little faster and uses an additional skill to reduce the cooldown 1 hits later than 3, but the S skill is stronger, so I don't think there is much difference between 3 and 1.
