Pretty sure if the guy is putting cinder blocks, boulders or things on the shoulders of roads, he will be liable for any damage caused to vehicles. Most people do not realize or understand their property lines do not start at the road, they think they own it but they do not. Depends on the states, but usually a 10-15ft difference and/or then sometimes a 15 ft easement. Beyond that, they are only allowed so many access drives to the property.
It's like when you are in court in front of a judge or in the police station you must have all the support of your case with you or it can't be considered.

Like having a loaded gun on a leash. But you are liable for anything this loving animal does to guard and protect you. He brooks no nonsense and does not bother anyone unless they run towards me. I do not recommend you run toward me. My wife told her we would help her any way we could and since then she has not called names at me walking by, and watching everything I do. I love my neighbors and would do nothing to her but it is very trying.
