There’s more behind why he’s so ridiculously powerful but in canon he’s under Base Classic Sonic level
is probably because how metal is suposed to be this strong character that can copy use all the powers and abilites of sonic knuckles shadow and pretty much anyone that gets scaned by him, and on paper it works as seen in IDW and Sonic Heroes but the writers never let Metal Sonic get to his full potential, all the times he was about to become "perfect" they always cut his source of power, robbing us, the fans, the spectacle of what a real full power Metal Sonic can do, he'd be unstopable
