The reason the souls got to go to heaven is because when purple guy is in that office he's actually in hell and he's being paid for everything he did so it's basically a copy and that was the original that just passed away
I think for foxys soul leaving aswell was since they remade the robots even stronger foxys soul came back since part of his body is now reborn to help out

When they put foxys head on the amalgamation, its eyes light up from red to white, meaning he has been brought back, as his mission is not done yet.
