Well the second film, three headed shark attack implies it’s from a mutation as they are by the pacific garbage patch, so it has mutated from all the chemicals.The first film I would say is just a mutant from natural means.After that I have zero clue.Maybe they are constantly mutatin which is why they can grow new heads
