Free torches. I think it makes sense actually and perhaps a mod added this. I don't remember that in vanilla Skyrim.
The whetstones are from the mod Hammer and Whetstone - Portable Tempering. I gather you can use them to make weapons better, but I haven't tried it yet. The mod is on the Nexus if you want to read up on it.
