I wish they would have made the alternate leader personalities for leaders that were underwhelming. Suleiman was already good, it would be nice if we instead got an alternate for someone like Lautaro instead
I'd rather they tweak the weak civs instead of releasing clearly better versions of the same countries *cough* kongo *cough*
I disagree because I think the alternate leader personalities are more meant to focus on really famous leaders who had multiple legacies that the devs weren't able to adapt into the game. Teddy Roosevelt was known for his Antiquities Act/role in the conservation movement, but also for his "speak softly with a big stick" style of diplomacy. His two personnas work to show both sides of what he was famous for as a president. I think you're right that from a balancing perspective it would be better to give to the weaker leaders, but the pass does plan on doing that. We are getting a new Cleopatra personna, a new Victoria personna, and a new Harald personna.
Tokugawa's abilities have one weird issue. In one sense it would seem to synergize well with Owls of Minerva and the Gilded vault in that it would allow you to double up trade routes in cities with a harbor and commerce hub. But at the same time it wastes the envoy benefit of trading with city states.
Playing him, it seems fine to leave two or three traders for putting envoys in states. You get enough trade routes to split your focus a bit.

Hey, I want to thank you for allowing me to save money. So I got interested to play after not really feeling it for a while and I went and bought the leader pass but then saw your previous video where you went into why that was a bad idea, I very promptly got it refunded and now I just got the anthology for $3 (as all I needed for that was a viking scenario pack) which came with the leader pass. So I went from spending around $30 to $3 for it (Australian $ btw).
Honestly I don't know if I missed something and was being dumb or if their messaging could have been better but you helped me so thanks again!

Thanks! I usually use a Shure SM7B for most of my videos, I think this one was done on an Elgato Wave 3 though.

Tokugawa's ability should not allow him to trade internationally at all until they meet up with America who has huge boats. With guns. Gunboats. And they demand Tokugawa to open the country and stop having it be closed.
But for practical and balance reasons, I can see why they went with this instead.
