Yes there are great songwriters who can't sing that need a golden voice like Anne's to sing them. There are many songwriters out there that send artists like Anne there songs in hope they will record them. That is how the music business works. There are very few writers who have both gifts. Even Carol King loves how Aretha Franklin sings Natural Woman more than what she could do with it

Absolutely. She has a vocal instrument which she uses well. She interrupts lyrics and delivers the song in her own way. That’s her skill set.
