It depends on your organization's fiscal year, and how long you and your board need to compile information about what you think your projected expenses will be for the next year. In my own organization we started team discussions about the next year's budget needs in the summer, created a draft budget in the fall, and the Board voted to approve it in December for a January 1 fiscal year.
Yes, the IRS requires you have board members in most cases. Nonprofits legally don't have "owners" (even the founder), they are considered community-led. Founders can still become Executive Directors and work for the nonprofit if voted in by their Board.

Nonprofits generally use Bylaws instead of a constitution (at least in the U.S.) but if you wanted both they would be separate documents, sure.
