The higher the comfort level the higher the chance that a cim will use the public transit option rather than a car Note: Comfort is not the only statistic a Cim will use to decide on wether to use public transit or not, but it is the most easily improved one, just place shelters instead of stops.
On that funky shaped piece of green at the intersection where you connected the Blackwater regional road to the already existing one, I think that would be the perfect location for a truck stop/private service station for long distance travelers.

Loving the series! Suggestion: your maintenance hub, why not put that on the other road (the one next your industrial area where you built that junction near waterworks). Just because it will be in a more industrial area, if you detailed these city maintenance buildings, you would have a prime space for signature industrial buildings and the whole area would be cohesive. If you expanded your city, that regional area you were thinking about using, will be better suited having malls and office parks, because it is high traffic and a direct link to the CBD.

I mean, if anyone was to throw anything remotly toxic from his car, it would inevitably ends up in the water storage. It needs to be space, or at least a line of tree or a wall between the road and the facility. Again, i really really love your work, you're one of the few ones that details just the right way to make me feel its coherent and realistic and beautiful.
Hard to say. Depends on your PC specs and what you want. In higher populations, simulation speed is worse. Graphics/fps wise, its worse too. But 70-100k population is better, if fast enough cpu, compared to *modded* first game.

I recall there is an Old Town policy on CS2 (Gated Community (?)). Maybe use that to prevent cars cutting through the city
