The waltz is called "Dream Lover", written by Victor Schertzinger of Mahanoy City, Pennsylvannia (and Holywood), 1929 -- used by Billy Wilder in a film from the time of thecompoer's death in 1941, "The Major and the Minor." I'd 've thought it was English.
