No its not true my r15 v3 giving me 48 kmpl. This could happen only than when you rode it very ruffly after buying. In new engine dont rev it or speed it above 80km company gave you speed limit of 60 to 70 febore 2nd service. Bcoz at that time engine was new and not well settled so you will have to smooth the engine and set olaccordingly through guidelines. If once your engine got gamaged than you will never get mileage bcoz engine got damaged permanently than by
