Although I don't have much knowledge about building skyscrapers, I think a 1300+ meter high building supported by "cables", is not such a good idea. The "cables" need to be extremely long and if they don't collapse under their own weight, I would find it difficult to believe they have enough strength left to be of much use. They will (because of their weight) also put a lot of stress on the building hanging there and/or "cables" on the other side (during heavy wind). If they are not like cables, but more like a steal frame, it's still a very weak construction (based on the images) I think it will either not work to begin with, (if it does) will not last decades.
