Because it senses mili amps and when it reaches the amp the switching supply cut the current, so the less LEDs in the row the faster the supply switches... And the voltage is correct for the remaining number of LEDs.
Not necessarily SMPS will lower the voltage. In fect adding few more diodes will add life of remaining LEDs. If set of 5 to 7 LED can be soldered than it will work well .

Good analysis, in 20 Watt tube we can use 4.7 E resistor in place of each diode. Resistance will come cheaper too. But ideally resistance will consume more power than diodes. Now a days resistance are normally not used for controlling the current or power, except biasing circuits and indicators. Though resistance will work well.

If you do no supply power and change multi meter to diode/continuity mode placing probes on each led terminals would make working LED glow and not the burned ones!!

Flickering means probably some LEDs might be faulty. First identify the faulty LEDs then bypass it with diodes. Diodes are easily available at electronic spare shops. Price is maximum 1/- per piece. Sometimes driver capacitor may also be faulty.
If only those three LEDs are not glowing and the rest all are glowing full intensity, then we can leave the light as it is. But if rest of LEDs are glowing dimm then bypass each LEDs with diodes. . May check and please update here for further knowledge sharing.

Normally 5 diode se ho jayega. mere case mein 4 led ki grouping ki hui thi, inko 5 diode se bypaas kiya tha.
If blinking is fast with sufficient brightness then probably the electrolytic capacitor (input side and/or output side) in driver circuit is faulty. Change the capacitor or replace the complete driver. Thanks for asking.
