Okay Sigvald, so I accidentally deleted my comment, so I'll write it again: turns out that Scorpion is bugged. He's supposed to inflict Hot Spots on Specials, that can be exploded with MK Team (Passive 1), and upon explosion opponent gets Ignite, that deals DoT damage (Passive 2, +420% damage at 4 stars). So he was designed to be a Beta Club with extra step, but for some reason, there were no purple values upon Hot Spot explosion that looked like +420% increased damage. Also, Hot Spots can't always be broken by MK Team, unless they stand in Hazard from Scorpion's SP3. So yeah, we need fix for him, othervise he'll just keep his role as a support character.
Try JLF as support for Harley. I'm rocking him with gemstone and it's insane, easy 2 bil and I get 10mil dot hits with low passive stats (lvl 4 kamidogu and lvl 4 gem). Stun is like 90% of times work, but it's enough to kill any boss.
you could try classic wonder woman, zatanna or girl of steel instead of rvn, so once you stack their dmg buffs, you can do normal mk gameplay with raiden and scorpion
