Why Your Values Are Toothless

Many organizations and teams preach about the need to have core values but when it comes to actual implementation of these espoused values, it lacks teeth, in fact - it does not bite! Instead of being an observable standard, the list of core values have become only a nice list of suggestions. Why is this so?
