The NHL tried the same thing with Glendale 10 years ago, pressuring the city to sign a 15-year lease on unfavorable terms. Only problem was that after one season, the city opted out and forced the team into 1-year leases until last year. The league got played.

I've said that for years. Veterans Memorial Coloseum is the perfect location. I used to go to Roadrunner games there before the Coyotes came. Just take the money they were going to use for a new building, and fix a building that's already there.

I'm from Atlanta...Attendance for the Thrashers was average about 15,000-16,000 per contest. The popularity of the Thrashers was growing. The problem was very bad ownership. Now there is no place in Atlanta for an NHL team with a new arena being constructed, as State Farm Arena was renovated as a basketball centric venue.

Phoenix area is massive and very spread out. The location of events matters more than other big cities. Bettman knows that there’s incredible untapped potential in that region. It’s growing fast. But arena location and good ownership is everything. Bettman has grown the game and the league exponentially during his tenure. If there’s an arena somewhere near downtown Phoenix, the airport or Tempe and ownership who spends to the cap and invests in the team….it would be wildly successful (like Vegas). Ownership-Hunt family; arena-T-Mobile Arena (17,300 seats located in a destination type setting ((bars, restaurants, shops, etc)) in downtown Kansas City); economy-Kansas City's economy is resilient, usually on the strong side; corporate backing-same group as with the Kansas City Chiefs due to Hunt family influence; population base-MSA population of 2.5 million with projected area growth to 3-million by the end of the 2020's; excellent location for the Central Division and for the league in terms of travel to and from Kansas City, (built-in rivalries with St. Louis, Chicago, Nashville, Minnesota), and many other positive reasons for this move. Kansas City had NHL hockey in the 1970's (Kansas City Scouts) and they never got a fair shot at making it as the WHA was taking players into their league that could've helped the Scouts improve and survive as a franchise and the National economy during the 1970's wasn't great, which affected the Scouts existence. Houston is a huge city with tons of sports fans and could bolster the NHL for sure, but with the NBA owner of the Rockets there, blocking the relocation into that town it's apparent that isn't going to happen any time soon. Minnesota, Denver, the Bay Area, Atlanta & Winnipeg all got a 2nd chance at being in the NHL. C'mon Gary, what are you waiting for?! Get it done! Get the Coyotes relocated into Kansas City! The league might not want to have the conferences unbalanced because if the Coyotes move to Quebec City it would move a western conference team to the eastern conference. The other reason is that the league thinks a team in Quebec City might take revenue from the Canadiens.
The USD-CAD exchange rate was nearly 1:1 when Atlanta moved to Winnipeg. It's 1:1.35 now. The NHL operates and pays the players in US Dollars. Every single Canadian Dollar of revenue is a massive foreign exchange loss for the league. The Jets are centrally located and played in the eastern conference for two years before swapping over to the western conference for Detroit. Quebec HAS to be in the eastern conference and there are no teams to move to the western conference to keep the conferences balanced. The stars aligned for Winnipeg to get a team. They aren't aligned for Quebec even with an arena.
Arizona has been a disaster and drama for 10+ years now. Quebec City or any eastern city is not an option, unless a team like Detroit would move to the Central division. Houston or KC would make the most sense.

Ownership-Hunt family; arena-T-Mobile Arena (17,300 seats located in a destination type setting ((bars, restaurants, shops, etc)) in downtown Kansas City); economy-Kansas City's economy is resilient, usually on the strong side; corporate backing-same group as with the Kansas City Chiefs due to Hunt family influence; population base-MSA population of 2.5 million with projected area growth to 3-million by the end of the 2020's; excellent location for the Central Division and for the league in terms of travel to and from Kansas City, (built-in rivalries with St. Louis, Chicago, Nashville, Minnesota), and many other positive reasons for this move. Kansas City had NHL hockey in the 1970's (Kansas City Scouts) and they never got a fair shot at making it as the WHA was taking players into their league that could've helped the Scouts improve and survive as a franchise and the National economy during the 1970's wasn't great, which affected the Scouts existence. Houston is a huge city with tons of sports fans and could bolster the NHL for sure, but with the NBA owner of the Rockets there, blocking the relocation into that town it's apparent that isn't going to happen any time soon. Minnesota, Denver, the Bay Area, Atlanta & Winnipeg all got a 2nd chance at being in the NHL. C'mon Gary, what are you waiting for?! Get it done! Get the Coyotes relocated into Kansas City! You won't regret it. It's Kansas City's turn now!

All four of them play in growing sun belt markets that have attracted many transplants from the aforementioned areas. Bettman realizes the growth potential in the Phoenix area. That's why he really doesn't want the Coyotes to leave AZ but the options are dwindling.
The "growth potential" has never happened in 27. Enough is enough.
But Eliotte, Quebec is as ready-made as Winnipeg to have an nhl team next season. Buyer is ready, arena is ready and fanbase is ready. It's probably even more ready than Winnipeg was.

The other reason is that the league thinks a team in Quebec City might take revenue from the Canadiens.
The USD-CAD exchange rate was nearly 1:1 when Atlanta moved to Winnipeg. It's 1:1.35 now. The NHL operates and pays the players in US Dollars. Every single Canadian Dollar of revenue is a massive foreign exchange loss for the league.
The Jets are centrally located and played in the eastern conference for two years before swapping over to the western conference for Detroit. Quebec HAS to be in the eastern conference and there are no teams to move to the western conference to keep the conferences balanced.
The stars aligned for Winnipeg to get a team. They aren't aligned for Quebec even with an arena.

Quebec is way to small a market and just look at the Canadian market of Winnipeg already financially struggling plus the NHL is looking to grow the sport and have a team in a new market.
