My windows 11 was was finished download and then long black screen appears then pops out and says "Can't download windows 11" and brought me back to my windows 8 😢 and it doesn't working "The installation failed in SAFE_OS phase with an error during BOOT operation

Every thing went well till installation, lastly installation failed, Why is it so? and one more thing it was purchased in US and brought to India after a month or so . I am having Product key for Windows 8.1 but i don't know where to type it. I don't have Microsoft a/c while starting this system. If possible help me out
