It is 100% the transmission, those 3 speed transmissions all fail the same way, I forget exactly which piece but it gets worn down. I have this same exact Honda with the same issue, I waited for a used low priced transmission to pop up on ebay since the deck on mine is in great shape and is worth fixing, but its been sitting for months since swapping out that whole axle is a pain. I think selling that one as-is is the right move. I would probably save the bag and sell without it.

I think I would have swapped the engine to the other deck and sold the bag. That deck is going to be shot very soon and then the owner will toss the entire mower. Shame to see the engine end up in a landfill.
