Regarding the “an American cannibal goes to Germany. What does he eat?”; Matt gave the punchline. I understood it. He messed it up when he started yelling “Z American pig!“. Then that got you thinking about pigs and pork which of course hamburgers are not made of. So it was Matt that messed up the joke that he told. If he hadn’t yelled, “Z American pig!“, And explained the punchline a bit, you would’ve gotten it.

Attempting to decode substance intake just by looking at the eyes of someone is almost completely unreliable unless you know the person intimately. I had friends who smoked weed and had normal looking eyeballs, would just mess with their humor and demeanor, alcohol was pretty much the same with the added slurred speech after a point. The fact that Matt is squinting so much hints more at alcohol than anything else, but it's a guessing game, probably as much as a drinking one.

In the joke the American was referred to as a pig and he is eating a hamburger, hence a pig eating a pig. It's still an awful joke though.
