It doesnt look like you do this, but use a stainless steel wire brush or aluminum specific grinding disc on your weld area before welding, especially on aluminum. Doesn't need to be 2 inches wide, but enough for your puddle to go it's full width. It gives you a more stable arc and a much cleaner looking weld and surrounding weld area, welding over aluminum oxide is bad practice even for personal projects.

Harbor freight makes some decent electric metal shears. They work nice for thin metal.
This 1/8" aluminum. Pretty hard to cut. Even a jigsaw struggled. I believe the metal shears are for sheet metal.
