Any idea what to do when one did not receive the 1095-b forms? I had health coverage with the University (united) but I had not given them my SSN. So they have not generated the tax form. What else can I submit as proof of coverage in that case?

Did you check if you got any email from them around November 2023? I had provided them my SSN but still I had the option to update the SSN so I assume you should’ve received the email too.

@@PiyushPatil1512 This was a very helpful video. You were right, once I gave them my SSN, they uploaded the 2023 1095-B in my account's "Tax documents" section. I just now finished talking to the FTB rep and they asked me to fax them only 3853. They said they already have my 1095-Bs. So, it seems the process differs case by case.

Why would you fill out an exempt form if you had insurance? Isn't that form only if you did NOT have health insurance?

The main purpose of the Form 3853 is to state that you HAD an insurance in a given financial year. Some people are exempt from having insurance if their income is less than the minimums set by the government. If you don’t send this form, they assume that you didn’t have an insurance and they would give you a penalty!
I know this is weird, but this is how it is. I don’t know if any other states has similar form to be filled, but unfortunately California does. I hope this helps!!
