Siemens should help start Europe manufacturing again, I have looked into chineese companies such as PCBWays and JLCPCB, a similar service in Europe with shorter TaT would be great. And the key is like in this facility, automation with human QA and pre-approved designs. Just send in gerber files, get pcb back.

it does not apply to class 3 military pcb which have a conformal coating process this process is only for consumer pcb class 2 as per ipc classification

The European services are so much more expensive to make a viable cost wise you may have to open your own production factory just for them

you dont have pcb washing after smd and thp process?
If you use a no-clean solder paste thats RoHS no need to clean
correct but if your process have a conformal coating it will affect the no clean flux later on the conformal coating will removed
