Idk I gotta say. I think you’re wrong about the retool situation. It does look different in multiple areas but his chest and abdomen are definitely retools of 91. Even the neck head area just looks like a modified version of 91
Rob, not to be a schizo, but these figures use the same tail mold. Positions can vary, but just compare the spines along the tail and the wrinkles underneath. They both reuse the 84 tail. Minor differences in thickness and position are a result of irregularities in the original casting and degradation. The details are identical.
