Both are HMI based system , but SAS is more advance and the idea of controlling gained through Networking , each device in the system should have an IP address , the hierarchy of SAS system containing Servers (same as RTU in SCADA) and Gateways to communicate with the remote stations plus Ethernet switches to connect all the system together . All IED's in the SAS system should be conformed to IEC 61850 protocol (2 FO connections for redundancy purposes .while SCADA is simpler compared to SAS , you have the RTU which deal with specific I/O's in auxiliary relay based system.
