He was toxic to her in season 2 and when he came back he was married. He was emotionally cheating on his wife by still having feelings for Kara. He has a lot of baggage despite maturing and Kara deserved better than that. They cannot be compared to Oliver/ Felicity, Barry/Iris, and Clark/Lois couple.

The fact that he had baggage from marriage was not another reason Kara deserved someone better. Monel is not what Felicity was to Oliver or Iris was to Barry.
