I think it's the sensors for the quarter hours but I'm not sure.

@@ItzYaBoyJesse There are no sensors on the clock that detect where the hands are, but rather there is an internal timer for the quarter hours. For the hour the mechanism would activate a trigger which triggers the chime (that’s the clicking sound you hear right when the chimes start). The two holes are to resemble the winding mechanisms on older mechanical clocks so it looks more antique.
