"Detachments" can entrench, as long as they have movement points available. A "Garrison" uses the same sprite but is a much lighter (might say: weaker) unit that cannot entrench. Also, Garrisons can, usually, only be reinforced to a maximum strength of 5 while Detachments can be reinforced to a strength of 10.

The Lemburg push should lead to the collapse of the Austro-Hungarian defence, not least as it is already starting to suck in useful German units. Your forces in Serbia are holding up far greater Austro-Hungarian forces, much to their detriment elsewhere. Opportunities also await in France as a I suspect you are chewing through his most capable forces, the pace of his advance appeara to have been sucked out. Procided momentum is maintained, the Central Powers look set for a pretty rough ride.

There is a set number of mines you can have normally about 3 for the UK i think. This number can be increased by researching naval warfare but this is probably not an early game essential in MP. Turn OFF quick animations in setting for us to enjoy enemies turn a bit.

Improving your Industry Tech helps you generate more MPP per turn, just something to consider investing in if you have some point.
You need to improve your Naval Warfare tech to increase your amount of available naval mines.
