If you meant you would first buy collector because he had the gold and he is ahead, then I would say that a good option. All that AD and lethality so early would be a massacre. But the lethality scales with level, which means it is not that good as adc early compared to a mid, and 20% crit is useless, so maybe not that good

Collector only give 55 AD meaning the 2 pickaxes and noonquiver get you your q upgrade way faster. The lethality this early on is like 7 pen at max. So that is also quite low. And you get Atackspeed from the other build meaning you get your up second upgrade from boots and bork as well, maybe even earlier than that. So no not even in this situation does Collector have value when compared to other things.

You should only reach 2 items if you are that far ahead - Maybe boots at a push and having the ability to eliminate targets faster and just having more Burst is always better in that situation.

On samira who has quite high ad scaling her full combo deals more to a 70 armor Target with LDR if the Target has 300 hp more than you. 70 armor is a Normal lvl 12 armor which is when ADCs get their second items. People usually have more hp than your self as an ADC, either because of xp or because of hp items. When it comes to armor if the target has the same HP it takes about 100 armor to deal the same damage as Collector. Another thing is as an ADC you hit what you can, you cant decide most of the time what you hit in a fight. And most of the time the first thing you will have to kill to win a fight as an ADC is the frontline. Given that LDR and Collector deal about the same damage to a Squishy and LDR just becomes Stronger against higher armor and HP I dont think I need to explain much more. Your damage will probably be about 20-30% higher. I didnt run the difference on Tanks to be honest, but I guess that wasnt even needed to find how bad Collector is in comparisson.
