The only condition to check whether increasing a decreasing is checking whether derivative is positive or negative, there is no involvement of x explicitly.
At 1:42:57 in this question you have done a silly mistake,,i.e here the double derivative is positive so it will be minima not Maxima. therefore when we can put x = 4 in the given equation and we will get the minimum value that is 1
