The three action economy isnt a bad design. It just seems that the mechanics that surround it are flawed. Your example of a cummulative -5 to additional attacks really is overkill and even as far back as 3e it disincentived additional attacks. Pf2 actually punishes you for taking that gamble with the -10 fumble rule. Personal opinion, that -5 pentalty should be a -2 or even a -3 making it to where an early level character's bonuses are negated by the first penalty and then a full on penalty is applied with the third attack. The characters can eventually overcome these with time but taking a third attack is questionable against a "balanced" threat creating nuance in battle.
Absolutely what I was trying to get across - I don't understand necessarily why they didn't just say "everything takes an action" and run balance around that. It would be a LOT less book checking. Thanks for watching!

@flamezombie1 have been working on my own video about what I don't like about 2e as a 1e player and youve touched on many of the same points. But yeah I really hate the treadmill math in 2e all it does is keep the relevant number abstracted.
