Why CSC/ CSO (5:23) using for Control valve? (I think it's wrong)

There is no mention in the video that you use CSC or CSO for control valves. This would not be appropriate as you would be eliminating the ability to open or close the valve. It is only mentioned that CSC or CSO is an administrative control used to ensure the correct position of a valve.
