Let's say I have a template for aks cluster. Is there anyway we can set in azure devops to create a pipeline, which users will run whenever they want a new cluster and get a new cluster for each run? So that they can run this task whenever they want a test cluster by just providing as parameters to the pipeline?

Why is there is need to explicitly making to detect any terraform changes thing ? Isnt that thing automatically handled by terraform itself ?

Yes that is possible.
You create a pipeline that uses Terraform task to deploy to Azure.
And you change the name of the cluster at each run.

You can use the free version.
I think paid version is required only if the company needs tech support for any issues !!

Keep them in same folder in azure repo or git .. that doesn't matter ..
