Water attributie does not decrease target's element resistance.
If you want to extend freeze duration, equip the title "Shadow's Descent" and use "Blessed Denif's Ice Orb (Elixir)".
When the debuff of "Mark of Inferno", "Shadow's Descent", "Blessed Denif's Ice Orb" and "High Tide" are applied, the freeze duration of glacier in Rosso's Raid will become 8.5 second.

but lowering element resist makes element attribute easier to apply !
so is the other way around lul ~

BL has 2 freezing skills , will be slightly easier to be a freezer if your CDR is not low enough ,
but both of them are quite similar in terms of freezing
i personally prefer nyx bc he got 'high tide' to debuff element resist ~

I personally like Bluhen, Bluhen has 3 freezing skills, Requiem Blue Moded has great Range same with Base Ain Freezing skill, and he also has Sat Aurora Blue which is an instant cast freeze with nice range, and Bluhen also can reduce Elemental Resistance

Nyx pieta have more utility than BL, but no doubt his frezing is the best, but good NP they also can just chain freze

I would go sage just bc of raids , but if u wanna somewhat deal some dmg and procs more skills , ceru is actually not bad
