I always loved these as a kid. I learned so much from Mr. Whoopee. Tennessee and Chumley were so entertaining to watch. Very funny. By the time I saw these cartoons they were so old school, yet, Mr. Whoopee was very instructive.
Poor Chumlee got stung every time. Mr. Whoopee got those 2 guys out of their fixes so many times. Phinneas J. Whoopee was a maestro of rescue missions.

My favorite part of this cartoon is a penguin and a walrus panicking over the prospect of their boat sinking.
watched this when I was a kid, wow can not believe how the years have gone by
I didn't know that Larry Storch was the voice of Mr Whoopee brilliant voice work by the late Larry Storch!

As Seen on Garfield Goose and Friends
This Episode is called "SAIL HO!"
You can hear a lot of inspector gadget in that penguin
It's because Tennessee Tuxedo is voiced by Don Adams (RIP) who also voiced Inspector Gadget. Plus, he's the original Maxwell Smart in Get Smart
