Do I need to exfoliate and moisturize before? Thank you

Yes, I always exfoliate 12 hours before applying and moisturize dry areas (knees, ankles, hands) right before.

Why do I get white spots that don't tan no matter how many layers

Those are probably areas where there is no dead skin for the tanner to cling to :(

FYI. They L'Oreal must have changed their formula since your reviewed the towelettes because they do NOT smell at all. I won't let my wife in bed with me with stinky self tanners. But the L'Oreal do not smell at all. :-)
