Actually no. Max is never the most powerful Ultraman ever. That title only come during the marketing of the series and Max also often struggles against his enemy multiple time except certain moment where he absolutely annihilate his enemy where we began to question why the hell he doesn't use those move more often.. XD. But is he freaking op compare to other normal ultra? Absolutely.. and this Max is the same one as in the Land of Light, he just travel to another universe like Taiga and Z.
Sadly in modern days, he never got the respect he deserves and always get jobbed by the simplest enemy (Welp, Cosmos get redeemed again so I hope Max will too one day). I don't think Tsuburaya will ever let Max use his op move again just like how Ultimate Zero will never use Ultimate Sword to wipe out army of enemy.. it's too op for their own good haha..
And for the status of strongest Ultraman.. many ultra got this title as years past, first it's King, then Legend, then Noa, then Mebius Infinity, and finally Reiga (though, Saga is also defined as a legendary ultra alongside King, Noa and Legend). But one thing for sure, Tsuburaya probably will never establish who is THE strongest and all this guy always have minor role since they're just too op for the story to progress..

Max never have any problems fighting any Alien Sran.. he beat his ass like 3 times and that one kaiju is perfectly in containment via Strong Net and only break out because no one have time to finish it off. It's just Max being unlucky enough that those Gudis Cell tentacle capture and infect him (even though you can see how far the distance is.. it doesn't even make sense that it reach Max🥲).
And Ribut just dodge the beam from Max's infected hands and strangle him before curing him.. and he along with Max and Xenon team up to kill the Gudis Cell empowered Maga-Orochi. So I doubt Ribut is stronger than Max at that time.. however, Ribut probably is stronger NOW since he seem to be in the front line fighting Absolution like Diavolo and Titan. Ribut is getting the respect lately lol..😂
