Here in UAE, cheapest are common guppies and glow danios. Around 2.75 USD for 4 nos

prefer cardinals to neons, they are 50 cent or 1 euro more expensive here, not twice of the price, but seems more stable, less prone to desease, i mean it's not big economy if your fish dies fast
prefer endlers to guppies - more sturdy fish
there are a lot of rasbora/boraras/microrasboras species also in lower price range here in italy
odessa barbuses, schuberti also good cheap colorful fish - bit more aggressive though
also cheapest small rainbow fish here is - celebes rainbow
rummy nose tetras also , good schooling, cost like cardinals
kerri, emperors, rosy tetras also cheap
don't get hype other celestial pearl danios and similar fish galaxy, erythromicron - find them too skittish, always hiding

I believe you have captive bred cardinals in Europe, then it nakes sense they are more stable. You can get some weird diseases with cardinals over here, although I must say it has gotten better.
