They're built to sway a bit in the event of an earth quake, however something like this built to sway for earth quakes would be challenging to engineeres. The middle at the top where the two meet would be at risk of cracking from the pressure.
This tower would replace the Twin Towers as defining the NYC skyline. Everyone in the world that never visited would know it's NY . Just like the WTC identified the NY skyline.

This could be a pretty good design if there were four towers set in a square formation so that there are two giant U's which conect at the top in kind of an X .....this would be much more stable. What is shown here might be able to flip over in two different directions it would be a little unstable
This is acually a bad idea . On the arch the point of most stress on the material will begin to fight and get metal fatigue. This will cause the building to start to twist over time .
