Since summer is just starting, put coolers of cold drinks on all mass-transit vehicles, in Police cruisers, and at parks, and put sprinklers at the MAX stops, many of which already have tent communities nearby. This can all be done by people already paid by the tax-payers, with the water and drinks paid out of petty-cash. Didn't mayor Lightwheeler already suggest such things?
