I thought this was done masterfully. I was in the military for fifteen years and I can't even count how many dependant wives were in this exact situation. At one duty station, we had a cashier at the class six ( liquor store) who had a bachelor's degree in physics. There were no jobs for her in bumf**k Nevada, so she downgraded to be with her family. Getting transferred is something you can almost always turn down and usually comes with a promotion- iirc, Riker or one of the other first officers kept turning down getting his own command to keep learning from Picard or whoever.
This was a promotion offered, but Miles is good enough at his job that he could've chosen his own assignment/ turned it down/ asked for something else/ talked to his wife about what she thinks.

It actually makes sense to me. I was homeschooled, and my family got involved in some homeschooler groups where the parents would teach different classes depending on their knowledge base and generally using a curriculum.
Consider that before Keiko started the school, all the kids on the station were essentially homeschooling using the some futuristic K-12 curriculum in computer. Or they weren't being educated at all, like Nog. I think Keiko is just using the same curriculum but she took it upon herself to gather the kids and give them some structured learning time. Also the show is meant to have a Western "frontier town" feel, so a mother setting up a little one-room schoolhouse fits that theme.
Think about this: Would Nog have gone to the Academy and become the first Ferengi in Starfleet if it wasn't for Keiko's school? I think probably not.

Deep space nine was in orbit over Bajor, and while the people who live there were very familiar with the plant life it is completely new to the federation. She would have had plenty to do, except in the pilot episode they dragged the space station from transporter range of the planet to the outermost part of the star system. Now the planet with plants on it is hours away by shuttlecraft.

This is why she eventually does joint federation and Bajoran work in cataloging and finding solutions related to botany down on Bajor.

I always felt like the 'she wasn't trained as a teacher' argument was a bum rap. They've made it pretty clear that humans have vastly improved on the understanding of how we learn and how to give each student the knowledge efficiently. Teachers in the 24th century are there to provide guidance and attention to keep kids engaged and part of the education system is teaching everyone how to share knowledge and help each other learn. The number of characters who, in addition to their 'job' pretty seamlessly handle tasks that in our time are limited to academics is testament to the differences.
