Good video but her example of negative reinforcement is wrong. Negative reinforcement is a form of operant conditioning whereby you remove something in order to reinforce a behavior (i.e. a boss at work stops nagging and their subordinates are more productive as a result). What she described in more in line with positive punishment. Very high yield topic for the MCAT so please be cognizant of that!

What if we exchanged the marshmallows for meth? Before we did this, the "children were already i.v. junkies". Would these strategies still be effective? Or would we need to engage more radical strategies and tactics to harness discipline and self control?

The study was observational, rather than instructive. It's just that people keep recycling the reference for whatever point they're trying to make.
