I think the only answer to this is simply because they could. Prior to the 80s TV started in the late afternoon in essentially every country. That changed with the introduction of things like breakfast television and cable. North Korea didn't have to bother with such changes in schedule until very recently.
I believe it's because everyone works from the mornings until 5pm. Plus, the past schedule before 2022 was from 5pm to 10:45pm. So if you counted weekends and weekdays, that would mean 40 hours a week for the average north korean as North Koreans are not allowed to overwork themselves over 40 hours.
