14:30 nah you definetly can bacha in that scenario, while you declare the chain, before you decide to use bacha effect, you discard for bloom, at that point you have a valid target for bacha

If there is no valid target at the time it meets it’s trigger it cannot be activated even if at cl1 you would discard a target.
