You should be able to find gear meant for other sports though, right? Football shin guards, baseball catcher's gear, or even children's shin guards worn on the forearm could be ways to up your level of protection that are easier to access.
I practice HEMA in Brazil too. I think last year there was no other options for gloves other than importing, which makes it prohibitively expensive for many people due to importing taxes. I did import a pair of lobster gloves from SPES though. Many sports that could offer decent protection equipment are not common here, like baseball or hockey. But we do use motocross knee and elbow protections. Not ideal maybe, but they are cheap and saved me many times already. Fortunately we have some people making jackets and pants for HEMA. I think there's even a guy making gloves now, and they look good.
In regular hema you normally don't use real armor, but there are variants were you can use brigandine, steel helmets (specially bacinets) etc, but normally thats called buhurt or medieval armed combat

Here in brazil HEMA equipment is very expensive. So even wen we do a heavy steel longsowrd sparr we just use a jacket, mask and gloves.

Have you taken hits between the shin and knee guards?
You wear a lot more protection then I do. I just wear a mask and a fenching jacket. I think it depends on your club alot on what you need tbh.
