She's actually has about 200-250 more times magicules than Rimuru at this point. He was around 400,000-500,000 EV here and she's around 100 million. I forget what they said in the LN since it's been a while since i read the first 6 books. If she was only 10 stronger, then Rimuru would have a similar amount of magicules after evolving to a demon lord because they went up 10 times then. But he was still greatly outclassed by True Dragon level beings like Milim, Guy and the 3 Dragons.

Yes, NAMED creature can be renamed WHEN THE ONE NAMED IT DIED. Since the clown that named Gabiru already died, the effect of naming stays but then Gabiru can have a new name by a new master. Thats why naming is not totally advised when the loyalty of the creature is not absolute to the namer cause they can kill you anytime .
