Awesome! how do you get his stationary encounter? do you have to release him from the tin tower as well to get him to the power plant? trying to shiny hunt this beast and its very tedious lol
Seems like you have to catch Zapdos first, beat the league, and go to the secret basement place. I don't know how I did it, it just came to me naturally since I'm an overcompletionist!
