They don't like having to do it. It's just the rules and in Germany it's very important in their culture to follow the rules when dealing with the government. It's either that or they have to put speed limits on the Autobahn to accommodate the sketchy cars like some of us get away with here in north america. They let him go because the car was properly modified and they liked the car.
Black diagonal stripes on white doesn't mean 'go', it means 'end of restrictions', cancelling the previous restriction, whatever that was, as a driver it's your job to have th context. It may be speed restriction or something else. It's part of an international standard, called the Vienna convention established in 1968 and used in much of the developed world (i don't expect americans to know about international standards just saying...). 220 kph is by far not a responsible speed at night time. Please drive carefully in Europe, preferably everywhere else I just care about our lives a bit more. I wish tourists would be a bit more educated and responsible. I did drive in US so I know it's different standards, but it's arrogant to expect that it will cut it elsewhere.
The police guys were basically testing each other who would find all the stuff on the car that would have been illegal if the car had a German registration. That's all. Sorry, if the accomodation in Hamburg was junk. Can't blame me, I offered on Insta parking and optional accomodation near A1 and just a few minutes to go from the centre. ;-)
Actually you were lucky. They can take your plates and you have to take the car on a tow rig even if it is not registered in germany. If you are there you have to obey their rules. Regardless if the car is registered in germany or not. You got of easy.
Would love to see the average german, including those cops, come to the US to see what the average American says fuck it when it comes to car laws. Even the average cop generally doesnt give a shit about a wide variety of vehicle infractions. Germans love rules and love following them, keeps them warm at night I guess.
